Serbia's e-invoice mandate: every B2B invoice goes through SEF

Serbia clears invoices between VAT-registered businesses through a state platform, the Electronic Invoice System (SEF), and the buyer must accept each one there. Below: the dates as sources give them, where they disagree, and how to test a UBL file before it goes in.

The timeline (as vendor guides report it)

DateWhat changes
2022SEF launches and sales to public bodies (B2G) are invoiced through it, per vendor guides. The exact day differs between sources.
1 Jan 2023B2B invoices between VAT-registered Serbian parties must go through SEF, per most guides. One source gives later dates for B2G and B2B (B2B on 1 May 2024), which reads as an outlier.
2025Fines for wrong VAT data in SEF were reported suspended until 31 December 2025 after a June 2025 amendment to the Rulebook on Electronic Invoicing. Not confirmed here what applies now.

Where sources disagree: the B2G and B2B start dates, the penalty ranges (guides quote different RSD amounts for companies and for responsible persons), and whether the Serbian format is a strict EN 16931 profile. None of the sources found is the Ministry of Finance or the Tax Administration (efaktura.gov.rs); confirm there and in the Official Gazette. A summary, not tax advice.

Which file counts, and how it travels

Guides describe UBL 2.1 XML submitted to SEF by web portal or API, a clearance model: the invoice is valid only once SEF has it, and the buyer then accepts or rejects it there. They say input VAT can be deducted only on an invoice accepted in SEF, and that a credit note issued outside SEF can cost the deduction. A PDF emailed to a Serbian VAT-registered customer is not the invoice.

What this checker does and does not cover

It reads UBL and applies EN 16931 and the Peppol BIS 3.0 rules it knows. It does not apply the Serbian national rules, the official SEF validator, SEF's VAT-category fields or status codes, or the e-transport system. Treat a clean result as "passes the European rules", not "accepted by SEF".

Test a file before you send it

Open the checker and drop your UBL XML. It flags arithmetic that does not add up, a missing tax reason on a 0% or exempt line, a missing buyer reference, and VAT, IBAN and BIC typos, each with a rule ID and a fix (the rule reference). No account, nothing uploaded.

No invoice yet? The e-invoice creator turns a form into UBL or CII XML and checks it. Common questions

When did Serbia's B2B e-invoicing mandate start?

Per most vendor guides, 1 January 2023, when business-to-business invoices between VAT-registered Serbian parties had to go through the state Electronic Invoice System (SEF). Public-sector (B2G) e-invoicing started earlier, in 2022. One source found gives different B2G and B2B dates, so the sources disagree. They are vendor and advisory pages, not the Ministry of Finance, so confirm at efaktura.gov.rs and the Official Gazette. This is a summary, not advice.

Which invoice format does Serbia use?

UBL 2.1 XML sent to SEF, described by guides as a Serbian national CIUS. Whether it is a strict EN 16931 profile is disputed between sources. This checker reads UBL and applies EN 16931 and optional Peppol rules. It does not apply Serbian national rules, the SEF validator or the VAT fields SEF adds.

What happens to an invoice issued outside SEF?

Guides say it is not valid between VAT-registered parties and the buyer cannot deduct input VAT on it; the buyer accepts or rejects each invoice in SEF. Fine ranges quoted by guides differ and fines for wrong VAT data in SEF were reported suspended until the end of 2025, so check current figures with the Tax Administration.

How do I check a Serbian invoice before sending it?

Drop the UBL file into the checker. It tests totals and tax breakdown arithmetic, missing tax reasons on zero or exempt lines, and VAT, IBAN and BIC typos, each with a rule ID and a fix. Nothing is uploaded when you use the page. It is an offline observation, not SEF's acceptance and not legal advice.
