The rules this applies, and what it leaves out
- The fee depends on the number of commercial motor vehicles in six brackets (0-2, 3-5, 6-20, 21-100, 101-1,000, 1,001+), set each year by the UCR Board (49 U.S.C. 14504a).
- Brokers, freight forwarders and leasing companies pay the lowest bracket whatever their size.
- Due by December 31 for operations starting January 1; your base state may add a processing fee.
- Not modelled: state processing fees, whether you are required to register at all, penalties for late or missing registration, and the actual filing. The default fee table may be out of date: check ucr.gov.
Common questions
How much is the UCR fee?
The Unified Carrier Registration fee depends on fleet size: six brackets from 0-2 vehicles up to 1,001 or more. Each year's amounts are set by the UCR Board and published at ucr.gov. This tool defaults to the 2025 schedule and lets you edit the table.
Who has to pay UCR?
Motor carriers, motor private carriers, brokers, freight forwarders and leasing companies that operate in interstate or international commerce, and are based in a participating state. Check the UCR Plan rules for your operation.
Do brokers and freight forwarders pay by fleet size?
No. Brokers, freight forwarders and leasing companies pay the lowest bracket regardless of how much freight or how many vehicles they handle.
Which vehicles count toward the bracket?
Self-propelled commercial motor vehicles used in interstate commerce. Trailers do not count on their own. Confirm the definition with your state UCR office.
When is UCR due?
Registration for a year opens in the fall and the fee is due by December 31 so you are covered when enforcement starts on January 1. Your base state may add a processing fee and its own deadline.
Is my data uploaded?
No. Everything runs in your browser tab and nothing is sent anywhere. There are no accounts.
Is this legal or tax advice?
No. It is a planning estimate from numbers you enter. Verify the fee and your obligation at ucr.gov or with your state UCR office. It does not file or pay anything.
